Please Beware of Geese! We are working within the guidelines of the Missouri Department of Conservation to remedy the current geese population on the Hillsboro... campus in an appropriate, respectful, and humane way. Canadian Geese are migratory birds that are subject to federal as well as state regulations. They have become comfortable with our campus as they migrate each year. The geese are nesting and can become aggressive. Please avoid the geese and use an alternate route if necessary. Any human approach--verbal or physical--will enhance their aggression. Please know that it is unlawful to harass wildlife in any matter. It is better to leave wild animals alone. **Case Closed** We'd like to thank Attorney General Eric Schmitt's office for their successful prosecution of the Angela McMunn case. After our Detective Bureau... spent many hours investigating the case, McMunn pled guilty this week to Receiving Stolen Property from Jeffco-Shop With A Cop. The non-profit organization partners with local first responder agencies and buys holiday toys for underprivileged children in Jefferson County. She also pled guilty to taking money from fundraisers for Ballwin police officer Mike Flamion, who was shot in the line of duty. In all, McMunn is accused of stealing over $24,000. She's been ordered by the court to repay every cent. She was also sentenced to five-years probation. This is all the result of excellent work by our investigators and the team at the Missouri Attorney General's Office. #JeffCoProud. See more

As more businesses require patrons to enter with masks, citizens and businesses have asked our position on enforcement. Simply, we are not the mask police, but ...there are considerations if they refuse service to you that you should consider. Please take a moment to understand as undoubtedly, there will be some to test the waters on their principle. Captain Gary Higginbotham prepared a memorandum to our officers yesterday, so we thought we would share. To be clear, we will not take any enforcement actions related to refusal by a person to wear a facemask covering alone. We will not direct anyone to don a facemask or to comply with any social contract at any location. Refusal to don a mask by a patron may lead to refusal of service by a person that has care control and custody over a place of business or private property, which in turn may lead to the claim of trespassing (Trespassing in the First Degree RSMo 569.140), which is a Class B Misdemeanor. The person with control of the property will be required to inform the suspect that he/she is no longer allowed on the property because of their right to refuse service. If the deputy’s on scene investigation concurs that the elements of trespassing have been violated, he/she shall have the person in control of the property complete an Affidavit of Cooperation related to the Trespassing charge. Barring exigent circumstance, a supervisor will be summoned to the scene prior to any additional enforcement action. At this time, the suspect may be asked to leave the establishment and informed of the pending possible criminal charge. Again, the mask or refusal to don is not related to the trespassing accusation. If the suspect voluntarily leaves the establishment or voluntarily dons a facemask, the deputy shall recontact the person in control of the property and relay the results before confirming his/her desires related to prosecution. In most cases an arrest will not be necessary and if the person in control of the property wishes prosecution the suspect will not be arrested and released at the scene PAW or a summons for Trespassing on Private Property (Charge Code: 71300070 Ordinance: 205.160). If the suspect continually refuses to leave the establishment every attempt to deescalate the situation shall be made, with the goal being to gain compliance. An arrest on scene related to Trespassing will be a last resort but authorized if all other avenues of avoidance have been attempted. If force is required to affect the arrest the guidelines set forth in G.O. 100.087 Use of Force, will be adhered to. Please keep in mind that passive resistance barring additional circumstances limits our response to Officer Presence / Verbal Persuasion / Empty Hand Control. At no point during our contact or investigation in these types of matters, will we instruct, suggest, or imply our feelings toward mask coverings. We will not instruct individuals to wear a mask. Also as a reminder the courts have already set precedence and barring additional interference video recording alone of a law enforcement officer is not a violation of any law, and we cannot take action to discourage or stop this type of conduct. As you can see from the memo above, we really would prefer to stay out of the whole mask business, but if the business wants to prosecute you for Trespassing, then we will again plead with you to leave before action. Simply, please don’t make us take action for dumb stuff as we really do have other priorities. Thank you.

Last week, Chief Riffe and Lt. Besancenez partnered with the Jefferson County Sheriff to be trained and certified as instructors for a new non-lethal technology that can be one more option available for Law Enforcement. The BolaWrap is a remote restraint device that can be used to over come resistance while reducing the possibility of injuries.
