There are some reasons to choose a splice over a new string. When the strings are older as in this case (68 yrs) a new string may stand out tonally. When the tuning appointment is for a performance as in this case the splice will be more stable.... Budget, bass strings can get pricey. Distance. If the piano is many hours away it will be difficult to make return trips to stretch in a new string.
