Council Actions - October 26, 2020 The following actions took place at yesterday’s Council meeting: 1. Awarded the 2021 Domestic Violence Surcharge Shelter Funding to the House of Refuge in an amount not to exceed $8,000. Established by the State in 2002, this $4.00 surcharge is placed on all municipal court convictions and are distributed monthly by the City to domestic violence shelters serving the municipality.... 2. Authorized the lease of a new postage machine from Pitney-Bowes for a 5-year term at $291.28 a month. 3. Conducted 1st Reading of Bill #6209, authorization to rezone property west of Huntress Drive and east of Valley Forge Drive from AG Agricultural to R-1 Single Family Residential. 4. Conducted 1st Reading of Bill #6209, authorization to approve a proposed subdivision, South Ridge Estates, 23rd Addition), which would be west of Huntress Drive and east of Valley Forge Drive. 5. Chief McMIllen asked to table the purchase of three used highway patrol vehicles for Department of Public Safety to next year. Due to a decrease in staff at DPS, Chief McMillen would like to focus on obtaining new hires for his department. 6. Approved Waters Engineering Services as the consultant for the design and inspection of infrastructure improvements for the South Industrial Park. Other Items: A. A Council Study session will be held Tuesday, November 17 at noon at the Clinton Building. The December 28th Council meeting has been cancelled. B. Citizen had a complaint about Sonny’s Solid Waste dripping oil on the streets in the Aspen Trace area. C. Citizen asked if we had a domestic violence ordinance on file since we spoke about the House of Refuge being awarded the domestic violence surcharge funding. We do not, but DPS staff explained how they handle calls when dealing with those situations. With no further action taken, the meeting was adjourned into Executive Session. The next Council meeting is scheduled for Monday, November 2nd at 5:00 p.m. at the Clinton Building.

Questions Regarding Early Voting and Absentee Ballot Voting in Missouri Election Day is Tuesday, November 3, 2020. Missouri offers three ways to vote in the 2020 General Election: in-person, absentee (requires a notary unless the request is due to incapacity or confinement due to illness or physical disability), and mail-in (requires a notary). NO EARLY VOTING - ABSENTEE BALLOT ONLY... Missouri does not offer an early voting period. If you will be unable to vote in person on Election Day, you can request an absentee ballot/mail-in ballot by mail or by visiting your local election office. The deadline for mailed requests for absentee ballots was Wednesday, October 21. Voters can vote by absentee in the office of the local election authority until 5:00 p.m. on Monday, November 2, 2020. Local election authorities for Scott County residents are located at the County Clerks Office at the Benton Courthouse. They have informed us they will be open the Saturday before the election from 8:00 am - noon (October 31) for absentee ballot voting. There are certain requirements that must be met to qualify for absentee voting. Call 573-545-3549 for additional information. WHAT TO BRING You will be asked to show ID to vote in Missouri. Acceptable forms of government-issued photo ID include: a driver's license; non-driver's license; US passport; or military ID. If you do not have a government-issued photo ID, you can also show one of the following forms of ID: a voter registration card; ID from a Missouri university, college, vocational or technical school; a copy of a current utility bill, bank statement, paycheck, government check or other government document that contains your name and address. Voters without ID: If you are unable to provide ID, you will be able to cast a provisional ballot. Your ballot will count if your signature matches the signature in the voter registry or if you return to your polling place and show a photo ID.

Temporary Speed Bumps - Salcedo & Columbine Several individuals in the area have made multiple requests for the city to install speed bumps on Salcedo near the intersection with Columbine. The city’s Traffic Committee has previously considered but denied this request. The Department of Public Safety has stepped up enforcement of the speed limit and stop sign. In the last few months DPS has issued dozens of citations at this location, and encourages drivers to obey traffic laws and exercise caution. DPS has placed temporary speed bumps in the area to bring attention to the issue.

The Kentucky and Illinois Transportation Departments, along with the Federal Highway Administration, are hosting an online Public Review for the project involving the replacement of the bridge from Cairo, IL to Wickliffe, KY. Original Email: Opportunity to Provide Input on Planning for New U.S. 51 Ohio River ‘Cairo’ Bridge starts October 16... Area residents will have an opportunity to provide input on planning for a new U.S. 51 Ohio River Cairo Bridge starting Friday, October 16, 2020. Construction of a replacement for the U.S. 51 Ohio River Bridge, which also carries U.S. 60 and U.S. 62 across the Ohio River between Wickliffe, Kentucky, and Cairo, Illinois, is expected to start in the next 5 to 10 years. The project team is asking the public to review updated information at http://www.US51Bridge.com, then participate in an online survey to help guide the planning process that will lead to the construction of a new bridge. Information presented in the online public meeting will be available for public comment from October 16 to October 30, 2020. Opened in 1938, the existing 82-year-old bridge is in fair condition with narrow lanes and shoulders. The purpose of the U.S. 51 Bridge Project is to improve cross-river mobility by addressing the functional limitations of the existing bridge and approach spans. With continuing COVID-19 restrictions limiting public engagement, KYTC is providing interested stakeholders with an online opportunity to participate and share their feedback on the project. The online public review will begin at 8 a.m. CDT on October 16 and continue through 5 p.m. CDT on October 30 on the Project website at http://www.US51bridge.com.

10/22/2020- UPDATE THE REPAIR AT THE 800 BLK OF KATHLEEN AND PINE ST HAS BEEN RESCHEDULED FOR MONDAY, OCTOBER 26 TH. The Murray Lane repair took longer than ex...pected. Thanks for your patience during this repair! Murray Lane will be down to one lane at the railroad crossing. These closures are due to rehab of existing manholes. HALLOWEEN TRICK-OR-TREATING There are currently no state, county, or city health orders that would prohibit Halloween activities. We encourage parents and children to follow best practices for social distancing, face coverings and sanitation. The City would like people to trick or treat safely, hand out candy if and when they want to, and to have good wholesome fun this Halloween. Trick-or-Treaters are encouraged to avoid houses with no exterior lights on, and to conclude trick-or-treating by 9:00 p.m.
