PRESS RELEASE 11/10/2020 Seven Offenders Sentenced to the Missouri Department of Corrections... Dustin G. Dunklee, Morgan County Prosecuting Attorney, announces that in Morgan County Circuit Court action in October of 2020 Seven offenders were sentenced to terms of imprisonment in the Department of Corrections. The seven are: 1. Sean P. Oliver Sentenced to 4 years in DOC for the class D felony of Burglary 2nd Degree and 4 years in DOC for the class E felony of Resisting Arrest. 2. Vernon D. Parker, Jr. - Sentenced to 7 years in DOC for the class D felony of Failure to Register as a Sex Offender. 3. Joshua W. Snapp - Sentenced to 8 years in DOC for the class D felony of Possession of a Controlled Substance (Prior & Persistent Felony Offender / Persistent Drug Offender), 7 years in DOC for a separate class C felony of Possession of a Controlled Substance and 8 years for an additional 3rd charge for the class D felony of Possession of a Controlled Substance. Mr. Snapp was provided multiple opportunities with community based substance abuse treatment, the 120 day Institutional Treatment in DOC and ultimately had his probation revoked and these sentences executed. 4. Daniel J. Hayes Sentenced to 12 years in DOC for the class D felony of Domestic Assault 2nd Degree under RSMo 217.362, Long Term Treatment in DOC, 4 years in DOC for the class E felony of Domestic Assault 3rd (2 counts), 4 years in DOC for the class E felony of Unlawful Use of a Weapon and 7 years in DOC for the class D felony of Burglary 2nd Degree. Mr. Hayes will be allowed to participate in the 1 year treatment program but that does not mean he will be eligible for parole at the end of one year as he has multiple sentences that were not executed under RSMo 217.362 LTT. 5. Timothy E. Tinker Sentenced to 5 years in DOC for the class D felony of Possession of a Controlled Substance under RSMo 559.115, with preference for the 120 day Institutional Treatment program in DOC. 6. Walker L. VanBibber - Sentenced to 10 years in DOC for the class C Felony of Child Molestation 3rd Degree with sentencing pursuant to RSMo 559.115 under the Sex Offender Assessment Process (SOAP). 7. Luther C. Dowse - Sentenced to 10 years in DOC for the class B Felony of Domestic Assault 1st Degree pursuant to RSMo 559.115 with preference for Shock Incarceration. These cases were prosecuted by Prosecuting Attorney Dustin G. Dunklee and Assistant Prosecuting Attorney Douglas Kinde & Derik Kinde, through the efforts of Mr. Dunklee’s staff members and the professional investigations of all law enforcement agencies involved.
