Mail-in ballots versus absentee ballots-- one must be returned through the mail and notarized, the other can be mailed or dropped off in person...it's all very confusing. Confusing voters and/or making things difficult to understand is a form of VOTER SUPPRESSION. If you make a mistake in how you return your ballot, it likely won't be counted, thus suppressing your vote.
