My quilts are made on MSO wood (not plywood) and are framed for support. I start with 2x premium latex exterior primer paint before adding 3-4 coats of color. The finished quilt gets 3x of polyurethane so they will withstand the outdoor elements. The finished quilt is then trimmed with rough cedar, which ages very nicely.
