The debate in the house broke down today after the Senate put forth their counter offer. I have attached a sheet describing the counter offer. Sticking points included money for states and cities, child tax credit and liability release issues. The house is voting on HEROES 2 tonight between 6 PM and 6:45 PM. If it does pass the house, it is seemingly dead in the Senate. Thus, we still have no resolution. Talks can and most likely will continue over the next few days, but it does not look like anything will be passed this week. There still seems to be a strong will to do something before the election. Again, legislators realize that if they pass nothing, voters are likely to vote them out of office. Fear of losing office is a strong motivation.
