Speed Limit to Increase to 55 mph on Route 10 RAY COUNTY Effective Thursday, November 6, the speed limit for a section of roadway on Route 10 will increase fr...om 45 mph to 55 mph. As per The Excelsior Springs Standard: Text messaging while driving can now be prosecuted on a local level. At Monday’s City Council meeting, Excelsior Springs Police Chief Clinton Reno brought a text messaging while driving city ordinance before the council. City ordinance 18-6-4 would bring Excelsior Springs in line with Missouri law. Reno said the ordinance would allow text messaging to be prosecuted locally.... It’s already illegal, he said. It just gives us a method to pursue charges on the municipal level instead of at the circuit court level. Missouri state law 304.820 prohibits anyone under the age of 21 to text while driving. The law also does not allow anyone of any age operating a commercial vehicle to operate a hand-held cellphone while driving.
