Thirty-five years ago, Special Agent Enrique Kiki Camarena was murdered in Mexicoby members of a Mexican drug cartel. To never forget the ultimate sacrifice made by Kiki Camarena, a close friend and a congressman were behind a grassroots campaign to reduce the demand for drugs and encourage a healthy, violence-free lifestyle. They launched the Camarena Club in Kiki’s hometown of Calexico, California. Club members pledged to live drug-free lives to honor the sacrifices m...ade by Kiki and others. In 1985, club members presented the "Camarena Club Proclamation" to then First Lady Nancy Reagan, bringing it national attention. The movement gained momentum throughout California and across the United States. Later that summer, parent groups in California, Illinois, and Virginia began promoting the wearing of red ribbons nationwide during late October. The Red Ribbon Week campaign was formalized in 1988 by the National Family Partnership, with President and First Lady Reagan serving as honorary chairpersons. Today, the eight-day celebration is an annual catalyst to show intolerance for drugs in our schools, workplaces, and communities. Each year, on October 23-31, more than 80 million young people and adults show their commitment to a healthy, drug-free lifestyle by wearing or displaying the red ribbon. Today, we are here to remember that initial effort and launch this year’s Red Ribbon Week. While this hasn’t been a normal year for anyone, we recognize that drug abuse and prescription drug misuse are destructive, and even more so during a pandemic. As it did back in 1985, the red ribbons that are given to children reminds them to live drug-free, and reminds us of Special Agent Camarena’s ultimate sacrifice toward destroying drug trafficking. We encourage children and everyone to wear a red ribbon. And we raise this flag to honor that commitment they make to live drug free.

On Saturday, October 24, from 10 a.m. to 2 p.m. the Jackson Police Department and the U.S. Drug Enforcement Administration will give the public its 18th opportunity in nine years to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused and unwanted prescription drugs. Bring your pills for disposal to the Jackson Fire Complex at 525 South Hope St. (Sites cannot accept liquids, needles or sharps, only pills or patches.) The service is free... and anonymous, no questions asked. Last fall, Americans turned in nearly 883,000 pounds of prescription drugs at nearly 6,300 sites operated by the DEA and almost 5,000 of its state and local law enforcement partners. DEA, along with its law enforcement partners, has now collected nearly 6,350 tons of expired, unused, and unwanted prescription medications since the inception of the National Prescription Drug Take Back Initiative in 2010. To keep everyone safe, collection sites will follow local COVID-19 guidelines and regulations. This will be a drive thru event, so weather will not be a factor. No one will be allowed to exit their vehicle and we request when dropping off the medications, a mask be worn. This initiative addresses a vital public safety and public health issue. Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the United States are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. The FDA also provides information on how to properly dispose of prescription drugs. More information is available here: https://www.fda.gov//where-and-how-dispose-unused-medicines. For more information about the disposal of prescription drugs or about the October 24 Take Back Day event, go to www.DEATakeBack.com or contact Cpl. Rick Whitaker at [email protected] or call 573-243-3151 ext. 2111.

From City Hall ( Please share) The City has started receiving inquiries from residents asking if Halloween Trick-or-Treating will take place this year in light of COVID-19. Halloween is not a City sanctioned event, but rather a nationally recognized holiday. The City of Jackson has no trick-or-treat regulations and no established start or end times. We only suggest that everyone please use safe judgement on when and where to trick-or-treat. Other than providing more Police pa...trols, the City has no further involvement. All residents who decide to participate, however, should adhere to public health recommendations from the Centers for Disease Control and the Cape Girardeau County Public Health Center. Of course, all other customary trick-or-treating safety tips should also be followed. While the City of Jackson will continue to monitor the situation and share any guidance provided by local and state health officials, we look forward to families and residents voluntarily participating in trick-or-treating this year. With the proper guidelines and behaviors we believe this festive outdoor activity can be safely enjoyed as in years past. We also understand the civic organizations that typically sponsor additional Halloween events in Jackson like Trunk-or-Treat and Halloween Town in the City Park, as well as the Halloween Dance at the Civic Center, will NOT be held this year.

October is Domestic Violence Awareness Month. Stop the violence and speak up. There is no "typical case" of domestic violence. It can affect anyone and chances are we all know someone who has experienced abuse. Domestic violence affects millions, both women and men, of every race, religion, culture and status. It’s not just punches and black eyes -- it’s yelling, humiliation, stalking, manipulation, coercion, threats and isolation. It’s stealing a paycheck, keeping tabs onlin...e, non-stop texting, constant use the silent treatment, or calling someone stupid so often they believe it. Remember, YOU are not alone, it's not your fault and help is available. If you or someone you know needs help, reach out by contacting the Safe House for Women (our local emergency shelter) at 1-800-341-1830, Text 573-340-1060, or by contacting the National Domestic Violence Hotline at 1-800-799-7233. Know the Signs. Be Aware. Speak Up. Love should never hurt.
