Another week without a case in Audrain.
From your Sheriff this Sunday afternoon. The perseverance being shown by so many of our county’s citizens and business representatives over the past several ...days has been a great representation of just how caring our community is. From personally patronizing several small businesses the past week, I know the sacrifices being made to safeguard our communities are significant. There is no doubt these businesses are suffering a huge loss, albeit, so many business owners/operators are at the forefront of the battle. I offer this information and appreciation for our business leaders as introduction to discussion about the Governor’s Order commonly referred to as the Stay at Home order that will officially be effective at 12:01 AM tomorrow (Monday) morning. As known would happen; there are several misconceptions, falsehoods, and factually incorrect bits of information being disseminated as to the Order. As I have attempted to do in the past several weeks, I feel it prudent to offer a bit of factual information to fend off the escalating rumors and innuendos as to what will occur come 12:01 AM tomorrow. For the community’s perseverance and resilience to remain steadfast in this crisis, it’s my hope a few clarifications will bring a sense of calmness. First and foremost, come 12:01 AM, my staff will continue their operations just as they are doing right now. As many have likely seen; patrols and investigations are in full force as our communities' public safety remains our priority. That will not change at 12:01 AM. Deputies will not be stopping cars to ask the driver where they are going. Not only is this not part of the Governor’s Order, it would be unconstitutional for us to act in this manner. If a driver is stopped for some reason such as a traffic violation, they do not have to show some written documentation of where they are headed, i.e. a workplace travel permit (this is slang we’ve heard through the rumor mill this weekend). There will not be any road blocks to check for where drivers are headed. We have also heard from citizens this weekend that rule-breakers will be arrested. This is not true, period. If citizens see me or a deputy parked at a business, it’s not because the business is in trouble either. It’s because we are doing our best to support our local businesses as they support us!!! That’s what we do. It’s also important for citizens to have factual information as to the handling of formal complaints as to the Governor’s Order. The Order specifically outlines violations are to be handled by local and state health (civil) authorities. Thus for, any formal complaints outside of the municipalities will be handled by the Audrain City/County Health Department under the regulations, rules, and laws for which state statute allows for public health related investigations, enforcement, and civil Court sanctions. Inquiries as to this process should be directed to the County Health Department. Inquiries as to additional restrictions, etc. inside the cities of Mexico and Vandalia as put forth by city ordinance should be directed to city authorities. Sheriff’s Office operations remain unchanged come tomorrow morning. From what I have personally witnessed this past week, many of our business owners have gone above and beyond to initiate safeguards and come 12:01 AM tomorrow morning, they are already in compliance. I am personally asking our citizens to continue their support of our local businesses. These business owners support your child’s school, community organizations, the less fortunate, our emergency responders and the list goes on and on. Some will criticize me for typing this, and that’s fine. In reality though, the Governor has made very clear that citizens still have to work, go to the store to get necessary items for their family’s well-being and sustainability, and enjoy some outdoor activities while maintaining social distancing. It’s about being smart. In closing, I emphasize, this letter is being sent to provide facts and ease fears of drastic law enforcement changes (on behalf of the Sheriff) come tomorrow morning. In simple terms, We’ll still be doing what we do! Known criminals sure as heck will not stay home ever and that’s who we’ll be out looking for. As I have stated to other community leaders during daily conference calls and meetings the past few weeks, this is not the time for city/county leadership to be adversaries of our community members but instead, be community partners. The time for the could haves, should haves, and would haves has expired. This is a great community and we are all in this together! Sincerely, Matt Oller, Sheriff https://www.dropbox.com//Stay%20at%20Home%20Missouri%20Ord
