[email protected] (e-mail) www.rollacity.org City to Host Public Hearing on New COVID Restrictions In response to a significant rise in COVID-19 positive cases and hospitalizations in Rolla/Phelps County the Rolla City Council will hold a special meeting and public hearing at 6 p.m. Monday, November 23 at the Rolla Public Schools Administration Building (Rolla Technical Center), 500 Forum Drive (Rm 134). The meeting venue has been moved from City Hall to provide more safe-spacing for participants while being able to broadcast the meeting on Fidelity Ch. 16 and YouTube. Since re-opening the Community in May 2020 the City has imposed few restrictions on individuals and businesses relying more on health awareness and on individual decisions to minimize the spread of the virus. Even with the return of in-person schooling at RPS and S&T the City and County fared reasonably well this summer and autumn with the exception of a few outbreaks and regretfully significant impacts at local nursing homes. Since late October positive cases and hospitalizations have risen significantly resulting in an appeal from Phelps Health and the Phelps County Health Department for extraordinary support from the community. At the November 16th City Council Meeting Mayor Louis Magdits announced the appointment of a COVID Task Force to explore more aggressive mitigation strategies that could include mandatory facial coverings (mask mandate) and/or occupancy restrictions on businesses, special events and public/private gatherings. Special precautions will be imposed at the upcoming public meeting at the RPS Administration Building including limited and spaced seating, face coverings for all participants, and overflow staging areas for citizens wishing to speak. Public comments will be limited to three minutes. Extra security will be present to maintain a peaceful exchange and to allow everyone an opportunity to be heard. As this is a School facility no weapons are allowed in the building.

Move Rolla TDD and University Unveil New Vision Rolla residents have consistently rated transportation (congestion relief) as the top focus of City efforts through community surveys over the last 15 years. S&T has prepared a grand masterplan for the Campus that includes a new arrival district off Hwy 44 based on the goal of expanding student enrollment from 8,000 to 12,000 students. Phelps Health is working on plans to redirect the primary access for the Hospital from 10th Street to 13th Street. Those three efforts have culminated in a new vision and design called the University Dr. Realignment which extends from I-44 to Bishop Avenue an important piece of the MoveRolla Transportation Strategy that began in 2015. News Release 901 North Elm Street Date: March 31, 2020 Rolla, MO 65401 Contact: Louis J Magdits IV Mayor... 573-426-6948 (work) [email protected] www.rollacity.org For Immediate Release: Mayor Clarifies Stay at Home Ordinance The Rolla City Council, by emergency declaration, adopted an ordinance approving a Stay at Home order at the special council meeting held on Monday, March 30th. The expressed intent of the ordinance is to ensure the maximum number of people stay at home to slow the spread of COVID-19 . . . while enabling essential services to continue. The order only affects those individuals and residents within the Rolla City Limits. The discussion recognized that while Rolla/Phelps County currently has no positive test cases (originating from Phelps County) there is belief that the coronavirus is likely in the community. Upon confirmation from the Phelps County Health Department and Phelps Health the consensus is that the residents and businesses of Rolla/Phelps County have done a very good job of maintaining CDC health safety guidelines. The ordinance reinforces the need to be diligent in such efforts for the health of all of our citizens. The approved ordinance, scheduled to go into effect on Monday, April 6th, does emphasize that individuals are ordered to stay at home except to maintain essential activities. The ordinance goes on to urge essential businesses stay open to provide those essential services. Lastly the ordinance encourages all citizens and businesses to practice safe-distancing and sanitary practices as recommended by the CDC. The ordinance is not intended to intimidate or frighten individuals and in fact encourages citizens to stay active and to enjoy the outdoors while practicing safe distance practices. The approved ordinance identifies dozens of essential businesses that will remain open including grocery stores, gas/service stations, home improvement stores, contractors, banks and professional offices, essential manufacturing operations, restaurants with delivery/take-out just to name a few. Over the next few days the City will be providing further guidance on which businesses are deemed essential under the ordinance. Of all of the advice we have been given the most effective course of action is in some ways the easiest and least expensive -- personal responsibility, consideration, and discipline: 1. Hands wash them often 2. Elbow cough into it 3. Face do not touch it 4. Feel stay more than 6 ft from anyone 5. Feel sick? Good morning - We would like to share a couple of announcements regarding changes due to COVID-19. 1) Regarding upcoming local government elections - Gov. Mike Parson signed an executive order Wednesday moving the date of local government elections from April 7 to June 2. It was also announced - "Anyone who is 18 by April 7 will be allowed to vote, but anyone who turns 18 between April 8 and June 2 will not be allowed to vote".... 2) We would also like to share that the Rec Centre will be closed from Friday, March 20th through Monday April 6th. Due to the current state of the COVID-19 (Coronavirus), the City of Rolla is implementing necessary protocols to ensure we do our part to keep our community healthy. As COVID-19 continues to have an impact on communities around the globe, City officials have been closely monitoring for updates so we can continue to make vital decisions with guidance from the Center for Disease Control and Prevention (CDC), The Missouri Department of Health and Senior Services (DHSS), and loc...al public health agencies. The City of Rolla and the many services we provide are proudly open for business, but we do encourage residents to conduct City business online, by email or by phone whenever possible. Currently most City facilities and services remain open in accordance with CDC recommendations, but access and procedures could change quickly if there is a confirmed case in Phelps County. However, we do request social distancing limiting close physical interaction with police officers, firefighters and other City employees to help prevent the spread of COVID-19. As this is a rapidly evolving situation, we appreciate your understanding as we navigate through these challenging times. Public Forum on Proposed Use Tax Initiative - September 5th from 5:30 - 7:00 p.m. The governing bodies of Phelps County, the City of Rolla and the City of St. James are collectively calling for ballot initiatives on the Use Tax on the November 5th election. The Use Tax issues will be the only questions on the November 5th ballot, but the impact on local services is critical. Fundamentally the Use Tax is the application of the local sales tax ...rate on purchases made out-of-state, particularly from internet and online purchases. To share information on the ballot issues the Communities will collectively host a public forum on Thursday, September 5th at the Phelps County Multi-Purpose Room in the County Courthouse (200 North Main Street) from 5:30 pm to 7:00 pm.
