FROM: Sheriff Ruth Ann Dickerson DATE: 1-16-2021 On January 16, 2021 a 60-year-old male was found to be deceased in his cell at the Cape Girardeau County Sheriff’s Office Justice Center. It is believed at this time his passing was from natural causes due to complications related to preexisting health issues. There will be an autopsy scheduled and completed as is protocol for any death in the County’s Justice Center. No further information will be provided until notification to family can be completed and autopsy preformed.

Applicants must be at least 21 for Jail Deputy and 18 years of age for civilian Corrections Officer at the time of employment, possess a high school diploma or equivalent, be a US citizen, a resident of the State of Missouri, and must not have any felony record or convictions of any crime involving moral turpitude. Jail Deputy’s must be POST certified. Jail Deputy’s & Corrections Officers currently work 12 hours shifts with every other weekend off and include both day and night shifts. Benefits package will fall under the guidelines of benefits offered by Cape Girardeau County to include: paid Holidays, vacation, sick time, employee Health Insurance, two retirement programs and uniform allowance. Starting pay for Corrections Officers is 13.90 an hour. Starting pay for Jail Deputy’s is 16.35 an hour. On the date of January 5, 2021 the Jackson Police Department received a call of an individual that had been stabbed several times. Officers responded to the ar...ea and located a male subject that had several stab wounds to his upper torso area as well as his head. Suspect information was gathered, and with the assistance of the Cape Girardeau County Sheriff’s Department and the Missouri State Highway Patrol, the suspect vehicle was located abandoned on the west side of town. A perimeter was set up by all assisting agencies and a search of the area was conducted. The Jackson Police Department K9 later located the suspect and he was taken into custody. The suspect: David M. Bollinger Benton, MO 33 years of age was arrested, and charged through the Cape Girardeau County Prosecutors Office with: Assault 1st Degree Armed Criminal Action Possession of a Controlled Substance with his bond being set at $150,000 cash only. The charge of an offense is merely an accusation or allegation. The defendant is considered innocent until proven guilty.

Recently Nell Holcomb R-IV School District received Stop the Bleed training and equipment. The training was put on by Debbie Leoni, MSA, RN who is the (Director, Cardiovascular Outreach, STEMI Coordinator) with Southeast Health. The training was set up through Nell Holcomb’s SRO Corporal VanGennip, for the school staff as part as their professional development day that partly focused on emergency preparedness. The Sheriff’s Office continues to enjoy our partnership with Nell Holcomb via our Student Resource Officer program. The items received by Nell Holcomb were donated by Southeast Health.

SCOTT COUNTY SHERIFF’S OFFICE FOR IMMEDIATE RELEASE January 4, 2021 BENTON, MISSOURI Scott County Sheriff’s Office is currently assisting in the investigation... of a motor vehicle crash involving a missing Scott City man. On December 23, 2020, a motor vehicle crash was reported on Hwy 61 and Azalea Dr. in Kelso, MO. When law enforcement arrived, no occupants were found at the crash site. On the evening of December 28, 2020, Donna Todd, the mother of David Todd, reported Mr. Todd missing to the Scott City Police Department. On December 29, 2020 it was discovered the driver could possibly be David Todd, 55, of Scott City, MO. On Tuesday December 29, 2020, Deputies searched a small area just north of the crash site with no results. On January 2, 2020, members from the Scott County Sheriff’s Office, SEMO K9 Search and Rescue, and Region E Homeland Security Response Team conducted a large-scale search of the area for Mr. Todd. Several UTVs, K9s, and drones, and foot patrol teams were deployed to search the area immediately surrounding the crash site as well as possible routes back to Mr. Todd’s residence located on Woodland Dr. in Scott City, MO. During the search, a pair of Mr. Todd’s glasses were found along a driveway northwest of the crash site. No other items or evidence to the where abouts of Mr. Todd were discovered during the search. Mr. Todd is still considered missing.
