Get those animals inside! Right now they need warm water offered at least three times a day, extra quality food, and a shelter that's windproof and small enough to hold body heat. However during these upcoming frigid temps they need to get into a garage, basement or some insulated structure that doesn't freeze or that you can safely use a heat lamp! If you can't care for your pets properly consider owner surrendering them to a humane society or shelter.
