An independent review of hundreds of thousands of stops conducted by Los Angeles police officers last year has found that racial disparities previously identified in a Times investigation were in part the result of failed strategies to use traffic and other minor violations as a pretext to identify or suppress more serious crimes. Those strategies subjected Black and Latino drivers to far more stops than white drivers, even though Black and Latino people were less likely to be caught with contraband, and were of limited effectiveness in identifying evidence of illegal firearms or other serious crimes, the report by the LAPD Inspector General Mark Smith’s office found. ST. LOUIS Police on Friday identified a 15-year-old boy fatally shot inside a car the day before in the city's Greater Ville neighborhood as Ezell Johnson III. The teen was shot just after 1 p.m. Thursday in the 4200 block of Ashland Avenue, police said. Johnson lived in the same block, police said. Authorities believe the shooter approached and fired into the passenger side window of a white sedan, hitting Johnson multiple times. LOS ANGELES (KABC) -- More students in Los Angeles County will soon be getting to back inside classrooms. The county will now increase in-person capacity to 25% as high-need and English-learning students return to brick-and-mortar schools. This week, four Los Angeles County schools were also approved for waivers to allow students in pre-kindergarten through second grade back to campus. Officials blamed the reduced number of cases, and their late arrival Tuesday, on technical problems with data-reporting systems.
